The study provides a more comprehensive understanding of the dynamics of the public procurement market on the island of Ireland. In addition, it makes recommendations for mutually beneficial cooperative actions in the following areas: 1) The provision of supports to build company capacity and capability; 2) The identification and removal of barriers preventing the operation of an open all-island public procurement market; and 3) The use of public procurement to drive innovation.
